BLACK HAWK LAKE TRAIL MASTER PLAN

The Black Hawk Lake Trail Master Plan provides the City of Lake View with a blueprint for the acquisition and development of a continuous trail around the leisure destination of Black Hawk Lake. Included in the study is documentation of existing amenities throughout the trail route, the identification of locally expressed needs, and the establishment of a program guide and funding strategies for improvement.

Besides establishing a route for future trail development the study identifies key locations for the development of bike stop areas and other amenity placement. New stone walls and pillars will be repeated throughout the trail route and will blend seamlessly with those of the historic stone piers and other rock work which are present throughout the City of Lake View.

The trail route meanders through an established state park, private and publicly owned camp areas, residential neighborhoods and highly developed commercial areas. A combination of existing trails, existing roadways and new trail comprise the ultimate build out of the trail system. Various meetings with community groups and a City selected trail committee provided the guiding force used in the development of the study.

Veenstra & Kimm staff worked closely with the committee to involve all neighborhoods and businesses along the potential route. A kick off meeting was held with a committee that involved the biking of the route around the lake and stopping at key locations. This allowed for the discussion of alternatives while viewing potential conflicts and challenge areas.

Another extra step that Veenstra & Kimm, Inc took was to interview campers at both the state owned and City owned campgrounds. Camper wants and desires were discussed and the need and use of local roads versus a separate trail for the bikes and walkers to use.

Finally, the study establishes a phasing plan for development, and estimated cost of each phase and a financial plan to help guide the City of Lake View in achieving its goal.
